Press Note Budget 2025-26 Tax Proposals
The Structural and Policy Reforms taken in the State under the leadership of Hon'ble Chief Minister Shri Bhajan Lal Sharma, are not only the own tax revenue is estimated to be increased by Rs. 26,393 Cr. this year, but also hugely benefiting the common man, industrialists and entrepreneurs.
Government is going to give following benefits to common man and businesses next year -
• For VAT demands up to Rs. 50 lacs in respect of repealed commodities in 2017; complete amnesty and for demands more than Rs. 50 lacs 100% rebate on interest and penalty.
• Amnesty scheme for existing mining concessions along with cancelled mining concessions.
• up to 95% rebate in the compounding fees in matters of overloading based on inputs generated from e-RAVANNA.
• Under Excise Act and Stamp Act 100% rebate in interest and penalty on demands created up to 2020 and for demands of 2020-2022 100% rebate in penalty and 50% in interest, if dues are deposited by 30th September 2025.
• 100% rebate on all dues, interest and penalty on destroyed vehicles under MV Taxation Act after the date of destruction; if previous dues are cleared till 30th September 2025.
• Scheme for regularization of warehouses constructed in industrial areas before 1st Feb., 2025.
• 100% rebate in interest on one time deposition of pending lease rent in urban areas upto 30th September, 2025.
1. Investment :
• With the objective of making the State a $ 350 Billion economy and to make the State an attractive & Competitive destination for investment following provisions are being incorporated in the Rajasthan Investment Promotion Scheme (RIPS)-2024-
Benefits to MSME enterprises shall be given as per revised definition and on expansion as well.
Units benefitted under RIPS-2019 would also be eligible like RIPS-2022 for transition to RIPS-2024 for the remaining period, if otherwise eligible.
• Transaction with extended arms i.e. subsidiaries etc. to be considered as turnover for availing benefits under the RIPS-2022 on the line of RIPS-2024.
• No company shall be debarred from availing benefits under any industrial promotion scheme on the ground of having same person or his family members as director of other company.
• Pending applications under Agro-Processing Scheme-2019 would be decided as per this Scheme.
• For mining lease holders-
Quarry License fees is reduced form Rs. 5000 to Rs. 3000.
50% royalty exempted in case of overburden dumps on non- government land being used for M-Sand and other purposes.
• Auction of 50 minor mineral plots with Pre-Embedded Clearances in the next year.
2. Relief to Common man :
• Existing Stamp Duty rebate applicable on Power of Attorney to certain family members now extended to Daughter- in- Law, daughter's children.
• Exemption of stamp duty on the instrument of allotment of developed land to land owner in lieu of acquired land now across all govt state departments and undertakings.
• Reduction of 0.5 % Stamp Duty on property up to Rs 50 lakhs jointly purchased by husband and wife.
• Stamp duty exemption on all the documents for availing loan under Gopal Credit Card Scheme and the scheme to be simplified.
3. Ease of doing business :
• In Taxation matters hearing facility will be provided through VC also. Additionally, at district level Facilitation desks for submitting documents and verification to be established.
• In case of Biometric Authentication of the applicant registration under GST And VAT shall be guaranteed within seven days.
• Introducing new VAT Bill, 2025, under which-
Provision of First Point Taxation and Decriminalization of violation of provisions of the Act.
No Requirement for registration for turnover up to Rs 40 lacs and no Security required for registration any more.
Self-Assessment system along the lines of GST Act.
Automatic Stay if appeal is filed in compliance with the conditions under the Act.
• Vehicle Manufacturers given powers of registration under MV Act.
• Time period for filing application for refund of One Time Tax is increased from 6 months to two years in respect of vehicles taken outside state or destroyed vehicles.
• Calculation of One Time Tax through Portal for vehicles brought from outside the State and to make the entire process of registration online.
• Stamp duty of Properties located in multistoried buildings and RERA approved projects shall be evaluated on the basis of Approved Lay Out Plan.
• Easing the process of obtaining the FIRE NOC and extending minimum validity to 2 years.
• Restrictions regarding working time on the working of women in commercial and industrial establishments are to be completely lifted. Also proposed to enact a new Act replacing Rajasthan Shops and Commercial Establishments Act, 1958.
4. Green Growth :
• With the objective of balancing industrial development and environmental conservation, Green Growth Credit policy to be formulated to provide incentives to new and existing investors on utilising/manufacturing Ecomark based green technology/ goods.
5. Institutional Strengthening :
• Upgradation of 50 more Sub-Registrar offices to Model Sub-Registrar offices.
• Centre of Excellence for Mines and Minerals to be established in Jaipur costing about Rs. 60 Cr.
• Establishment of Institute of Mines in Udaipur and a Petro Campus in MBM University Jodhpur.
• Rajasthan City Gas Distribution Policy-2025 to be formulated for promoting the use of gas in industries and making it available to common man. Piped gas supply to 1.25 Lakh households in next year to be provided.
• Faceless management to be introduced in Mines Department along the lines of Commercial Tax Department, Excise Department and Transport Department.
• For the exploration and prospecting of minerals a new company 'Rajasthan Mineral Exploration Limited' is to be constituted as a subsidiary of the RSMML.
6. Additional Resource Mobilization (A.R.M.) :
• On starting production from HPCL refinery in August 2025 in a phased manner, it would not only provide fillip to development and boost employment opportunities in Pachpadra-Balotra region but also provide around Rs 2000 Cr. in VAT as additional resource.
• On Asset Monetization through land pooling, land aggregation and InvITs, would get additional revenue around Rs. 4750 Cr.
